You can use on-screen rulers to precisely measure modification.

When the pointer is away from the ruler, you have free drag of the dimensions. Move the pointer over the ruler to snap to the ruler increments.

To get lesser increment value you need to zoom in that particular area and vice versa.

Note: Depending on the zoom area the increment value in the ruler will be considered automatically.
